International norms surrounding “freedom of the seas”—centuries in the making—are evolving as economic, environmental, and military interests of states challenge effective governance of the world’s oceans. From restrictions on high-seas fishing to China’s assertion of expansive territorial claims in the South China Seas, the struggle to govern the world’s oceans is straining the compromises that underpin maritime rules. How these tensions play out will affect us all.
