About the Chef
Justin Mosel is the Culinary Director for Rubio’s Restaurants, a fresh, coastal-inspired Mexican eatery, best known for its award-winning Original Fish Taco® and healthy grilled seafood. Started in 1983 by Ralph Rubio and his family, Rubio’s now has over 150 restaurants across California, Arizona and Nevada.
Justin was born and raised in San Diego, California and has been working in the Food and Beverage industry for seventeen years. He worked in restaurants throughout San Diego county for ten years before pursuing a degree in Food Science & Nutrition. He’s currently responsible for menu development and product innovation at Rubio’s Innovation Center where he’s served for nearly fourteen years. Justin spends his free time cooking for friends and family, playing golf and surfing and swimming in the Pacific Ocean.
Enchiladas Suizas
Enchiladas Suizas is an authentic dish from Mexico and a real crowd pleaser. In the early 1800’s, Swiss immigrants arrived in Mexico and brought with them their passion and expertise in dairy preparation. They began opening up dairies and producing cheeses like the ones they knew back home. The traditional dish of enchiladas already existed and was reinvented using the Swiss cheese (Suizas means Swiss). Enchilada Suizas was officially introduced at Sanborns cafe in Mexico City in 1950 where they are still served and enjoyed to this day.

Based in Carlsbad, Calif., Rubio’s operates approximately 200 restaurants that serve coastal fare in tacos, burritos, salads, bowls, enchiladas and more. Founder Ralph Rubio started the company in San Diego in 1983.
When he was in college, Ralph made trips to Baja California, Mexico to surf, sun and socialize. “While Ralph was down there, he discovered the beer-battered, fried fish taco,” Director of Culinary Justin Mosel explains. “He created his own version, the Rubio’s Original Fish Taco, and started selling them in Mission Bay, San Diego.” The product was a new item stateside. “No one seemed to have had a beer-battered fish taco here in America,” he says, noting that Rubio’s set itself apart with the quality of its product.
